August 5, 2026 Joint TAC/CAC Meeting Minutes
The draft minutes document the August 5 joint TCTC/TCTA TAC and CAC meeting, including reports, discussion, recommendations, and separate committee votes.

Resolutions 786-26 and 140-26: FY 2026/27 Adopted Budgets
The proposed adopted budgets incorporate updated beginning balances, current revenue information, refined expenditures, staffing changes, and funding assumptions for both agencies.
Committee role
Recommend that the TCTC Board adopt Resolution 786-26 and that the TCTA Board adopt Resolution 140-26 approving the respective FY 2026/27 adopted budgets. TAC and CAC vote separately; agency actions are legally distinct.
Fiscal impact
Adoption establishes FY 2026/27 spending authority. The updated TCTC budget reduces its projected year-end deficit to approximately $506,000; complete fund schedules and TCTA projections are provided in the official packet.
- The budgets reflect a four-position staffing model supplemented by contracted administrative services.
- Shared salary and benefit costs are allocated between TCTC and TCTA based on the work performed for each agency.
- Any later changes to estimated beginning balances or carryover amounts will return as formal budget amendments.
On-Call Administrative Services RFQ
The joint RFQ would establish a flexible on-call contract for specialized transportation and transit administration, staff training, documented procedures, and workload support.

Recommend that both Boards approve the RFQ and draft professional services agreement and authorize staff to issue the RFQ and proceed with the procurement.
Fiscal impact
The adopted budgets include a combined $100,000 for these services, and available funding may exceed that amount during the fiscal year. TCTA is expected to fund approximately half of contract costs from eligible transit sources; expenditures beyond adopted authority would require a budget amendment.
- Assignments would be authorized through written task orders.
- Task orders and invoices must identify the benefiting agency and applicable funding source.
- Contract support is intended to preserve specialized capacity while the agencies continue realizing substantial personnel savings.
Resolution 139-26: LCTOP Cycle A and B Allocations
The Low Carbon Transit Operations Program requests would support TCTA’s free or reduced fare program using FY 2025/26 Cycle A and Cycle B allocations.

Recommend that the TCTA Board adopt Resolution 139-26 authorizing the allocation requests and authorizing the Executive Director to execute required documents and related amendments.
Fiscal impact
The program uses state LCTOP funds for eligible fare assistance. The resolution does not create a new local general-fund commitment.

Columbia College Student Transit Program MOU
The memorandum of understanding formalizes the student transit program between TCTA and Columbia College, allowing eligible students to use transit under the agreement.

Program payments and responsibilities are established in the MOU. The agreement supports student access while providing TCTA with program revenue under the negotiated terms.

Resolution 141-26: FTA Section 5339(b) and 5339(c) Applications
TCTA proposes applying through Caltrans for competitive federal funding for buses, bus facilities, low- or no-emission vehicles, and supporting infrastructure.

Recommend that the TCTA Board adopt Resolution 141-26 authorizing the applications and related execution authority.
Fiscal impact
Grant awards are competitive. Any award, required local match, final project scope, and resulting budget changes will be addressed through the appropriate funding and budget actions.
- Section 5339(b) supports buses and bus facilities.
- Section 5339(c) supports low- or no-emission vehicles and related infrastructure.
- The applications advance fleet reliability and future capital improvements without committing the agency to accept an award on unknown terms.
